To permanently unlock the ability to bypass these restrictions, you must first purchase the **Security Breach skill** from your Skill Tree. This is a core upgrade, not a temporary buff. You can find your Skill Tree by accessing the menu while in Speranza and navigating to the Raider tab.
The Security Breach skill is situated as the final node in the extensive Survival path, which is typically marked in red on the right side of the tree interface. However, this is not a quick grab.
